billj, hello. TCP and UDP are network protocols that are used to allow uTorrent to communicate through your gateway. I don't believe that you have anything running, just a list of exceptions (also called port forwards) in the gateway. A port number can only be used by one application at a time. That means you can not start the same program twice expecting both to bind to the same port. The SO_REUSEADDR is for when the socket bound to an address has already been closed, the same address (ip-address/port pair) can be used again directly.
